In Russia, police are far from helpful, most are not being paid. In many areas of Russia they have to pay out of their own pockets to fix their patrol cars and pay for the gas to drive them. So lets say they are not to enthusiastic to work, (who can blame them). Of course Moscow and Saint Petersburg is paying their police, so they may assist you, but in the rest of Russia forget it.

As a tourist I would recommend if you have a problem contact your Embassy and ask for their assistance if you become involved in a police matter. You will see many police carrying machine guns, most are not loaded, it’s a type of intimidation. They are not allowed to use them, or shoot you. Russian police don't have as much power as we have been led to believe in the movies and TV. But never, ever argue with Russian police. They will not shoot you, but you might get beaten up and thrown onto some remote street. They are not paid enough to be friendly or even professional.

Public Demonstrations for the return of Communism are common, usually held in local parks. Remember you are in Russia so if you get involved in a conversation or debate about capitalism and democracy, be careful how you express yourself. It is best to not get involved.
